In 2000, because of her extensive involvement with the Oregon Condominium Act, the Planned Community Act and HOA issues, Barbara was hired to be a special projects coordinator for Vial Fotheringham and to be the executive director of the newly formed Northwest HOA Center.Barbara was initially employed in the title industry in Portland, Oregon, and was subsequently transferred to Salem. In 1974, she left the industry and joined the State of Oregon Real Estate Division. During her tenure with the State, she was Condominium Program Manager and was responsible for the review of all condominium filings in the State of Oregon and the approval of all condominium project documents prior to the recording in the county records.
In 1984, Barbara returned to the title industry to be involved with customer, government, community and employee relations. She worked with developers, real estate licensees, attorneys, surveyors and other real estate professionals in the condominium process and provided assistance to the development teams of projects such as RiverPlace, Tualatin Commons and The Legends development. She also provided assistance to developer in the processing of subdivision plats
Legislative Experience and Involvement:
Since 1974, Barbara has actively participated in the drafting of Oregon legislation relating to condominiums, subdivisions, partitions, timeshares and planned communities. She served on the committee that proposed the Planned Community Act to the 1981 Legislature and has coordinated the working group which has continued to propose amendment to the Oregon Condominium Act and Planned Community to address issues and concerns of associations, developers, owners, managers and other affected parties.In addition, Barbara has been involved with the legislative and governmental committees of numerous professional and industry organizations. She served on the legislative committee of Oregon Land Title Association (OLTA) and Oregon Mortgage Bankers Association (OMBA) and the government affairs committee of Portland Metropolitan Association of Realtors (PMAR) and Home Builders Association of Metropolitan Portland. She currently serves on the Legislative Action Committee of the Oregon chapter of Community Association Institute (CAI) of which she is a former member of the board of directors.
Barbara has been recognized for her dedicated service. She was given the annual Service Award by the OMBA and the Hank Crawford Legislative Award for her contributions to the legislative efforts of OMBA. Also, in 1994, she was honored by being named Affiliate of the Year by the Portland Board of Realtors, the only time such award had ever been given.
